ABOUT

From inside the state to an independent voice.

From a long life spent inside state institutions to an independent voice on parliament, governance, politics and communication — working at different levels, participating in processes and leading at the highest level; and now, from a relatively independent position, trying to observe, understand and speak about them.A career in the Civil Service of Pakistan, culminating as Secretary Senate of Pakistan — the highest level of parliamentary administration leadership — alongside international assignments with IFES/USAID and IPU–UNDP, and lectures and presentations in different countries and forums.Education in Pakistan and the United Kingdom complemented by advanced professional programmes at Harvard Kennedy School, McGill, Tulane and Georgetown, along with doctoral-level work in Governance at Maastricht. Now focused on the Legislative Studies Center, Lahore Governance Forum, AP Parleys and Legisphere — and the book “Lamhon Ka Bayan — Scattered Leaves from a Life.”

PUBLISHED WORK

Two books on parliament, legislation and governance.

Two books published before retirement — drawing on a long career inside state institutions and the highest level of parliamentary administration.

The Role and Workings of Parliament in Crisis Situations

This book by Amjad Pervez Malik provides a comprehensive analysis of the Pakistan Parliament's role in managing various crisis situations, with particular emphasis on terrorism as a case study. Drawing on the author's twenty-plus years of experience as a parliamentary functionary, the work examines how parliamentary tools, procedures, and institutions have been mobilized to address inter-state, intra-state, and transnational challenges.

Parliamentary Development and Reforms

This publication by Amjed Pervez Malik consolidates three key documents compiled or presented during 2013-2016, reflecting evolving thinking on parliamentary development and reform. The work presents a compelling argument that parliamentary reforms are primarily dependent upon parliaments themselves, while external support can only complement—and only under certain conditions—internally driven efforts.
